Who We Are
The Philippine Association of Realty Consultants and Specialists (PARCS) is the premier national organization dedicated to advancing the practice of real estate consulting in the Philippines. Established to uphold the standards set forth by Republic Act No. 9646, also known as the Real Estate Service Act (RESA Law), PARCS serves as the authoritative voice for licensed Real Estate Consultants (REC) across the country.
Our association brings together the most qualified and experienced professionals in the field — individuals who have earned their PRC licenses and are committed to ethical practice, continuous professional development, and service excellence. PARCS members include Real Estate Consultants, Appraisers, Brokers, Environmental Planners, and other allied professionals who contribute to the integrity and advancement of the Philippine real estate industry.
Since its founding, PARCS has been at the forefront of advocating for title protection, combating unauthorized practice, and ensuring that the public can trust the professionals they engage for real estate consulting services. RA 9646 — The RESA Law
Republic Act No. 9646, known as the Real Estate Service Act (RESA), was signed into law on June 29, 2009. It is the landmark legislation that professionalized the practice of real estate service in the Philippines, establishing clear licensing requirements, ethical standards, and continuing professional development obligations for all real estate practitioners.
Under RA 9646, the practice of real estate consulting is a regulated profession. Only individuals who have passed the PRC licensure examination and hold a valid Real Estate Consultant (REC) license are authorized to provide consulting services. The law protects the public from unqualified practitioners and ensures that real estate transactions are handled with competence and integrity.
PARCS plays a vital role in supporting the implementation of RA 9646 by maintaining a national directory of verified consultants, providing a consumer protection portal for reporting unauthorized practice, and offering CPD programs that help members meet their professional development requirements.
